2022 BALER TRAVEL REQUIREMENTS + List of accredited beach resorts and hotels

The Municipality of Baler recently announced its new set of travel requirements via its official Facebook page. According to the advice, tourism is a great help to the community and this is what prompted the local government to reopen to leisure travelers after it was closed due to travel restrictions placed due to the pandemic. However, the local government still implements health and safety protocols and adheres to the restrictions set by the Inter-Agency Task Force (IATF).

Baler’s guidelines for tourists are based on the exempt Executive Order No. 2021- 0024 of the Provincial Government of Aurora. If you are considering going to Baler for a getaway, here are the details you need to know and things to prepare before you travel.

WHAT IS COVERED IN THIS GUIDE?

The following will be checked upon registration at the Provincial Checkpoints (PPP):

  • Approved Travel Coordination Permit (TCP). To get one you need to register and create an account with S-pass. Ensure a TCP at least 2 days before your trip. S-Pass approval is only from 08:00 to 17:00. More information on how to register and get a TCP below.
  • Negative RT-PCR test result valid within 72 hours from the date of issue.
  • Medical Certificate for children 11 years and under. The medical certificate must be issued within 48 hours before the travel date and must come from a reputable medical institution and must indicate that the child is physically fit and has no COVID-19 symptoms for the past 14 days.
  • Booking confirmation in an accommodation establishment accredited by the Department of Tourism (DOT). This applies to all tourists, including family, company or bus drivers. See the list of accredited resorts and hotels below.
  • Valid ID

1. Prepare the medical requirements for your visit.

  • For individuals 11 to 65 years old, submit a negative RT-PCR test result within 72 hours prior to arrival at Baler.
  • For minors from 5 to 10 years old, shows a medical certificate issued within the last 48 days from the date of travel and from a reputable health institution indicating that the child is physically fit, in good medical condition, and no history of COVID-19 signs and symptoms during the past 14 days have not.

Book your stay with an accredited stay.

As of writing, the provincial government of Aurora only allows tourists to stay at accredited accommodation establishments.

Tourists are not allowed to stay at a friend’s or relative’s house to reduce contact with locals.

3. Obtain a Travel Coordination Permit (TCP).

If you do not have an S-Pass account yet, you need to register first. Once you are done, follow these steps.

  1. Log in to your S-pass account. Enter your mobile number and password to log in.
  2. Click APPLY PERMIT. This will take you to the page where you can start processing your Travel Coordination Permit application.
  3. Choose your current location / origin. Then choose your destination.
  4. Click APPLICATION FOR TRAVEL COORDINATION PERMIT. After selecting your origin and destination, scroll to the bottom of the page and click on the Apply for Travel Coordination Permit button. This will open a new tab on the TCP application page.
  5. Enter the details of your trip. Choose what type of traveler you are. If you are traveling for leisure, choose Local Tourists. Then enter the details of your trip, including date of departure and arrival, address of your origin, address of destination and mode of transport. Once completed, click FURTHER.
  6. Upload your requirements. On this page you must upload a photo of your valid state-issued ID, Negative RT-PCR test result taken 72 hours before your travel date or medical certificate for children 5 to 10 years old, and confirmed booking at a DOT-accredited accommodation establishment. After uploading all the required documents, click SUBMIT.
  7. Waiting for your TCP approval. You can check the status of your application on the Travel Permits tab on the S-pass website. Please note that approval of applications is from 08:00 to 17:00. Applications submitted outside these hours will be reviewed the following day.

4. Enter Baler through the allocated Provincial Checkpoints.

Note your entry point and timing. Tourists may only be admitted to Provincial Control Points (PCP) at a time relative to their check-in schedule during their booked stay. These are the locations of the PCPs and the permitted enrollment schedule:

  • PCP cages at Brgy. San Juan Maria Aurora. Tourists may enter 1 hour before their check-in schedule.
  • Calaocan PCP in Dipaculao Tourists will be allowed access 2 hours before their scheduled check-in.
  • Tanauan control point in Dingalan

Make sure you have a copy of the required documents with you, as these will be checked with the PCPs.

All vehicles used for tour will be marked at the PCP with the following details: LGU of destination, date and duration of tour, and number of tourists.


5. Follow all health and safety protocols.

  • Wear a face mask at all times.
  • Note proper physical distance.
  • Wash hands or disinfect with alcohol or alcohol-based hand sanitizer.

Are children / minors allowed to visit?

Yes, but children from 5 to 10 years old must have a medical certificate from a reputable health institution and minors from 11 to 17 years old must have a negative RT-PCR test result.

What means of transport are allowed?

Private vehicles and tour transport from a DOT-accredited travel agency or tour operator are allowed.

Can I stay with a family member or friend’s house?

No. Tourists must book a stay at a DOT-accredited accommodation establishment for their stay.

Can I travel self-styled? Do I really need a tour guide?

NO TOUR GUIDE, NO TOUR POLICY is implemented. If you are planning to tour through Baler, be sure to book a trained local tour guide at the Municipal Tourism Office or book a tour with DOT-accredited travel agencies or tour operators.

I’m not a tourist. What are the travel requirements for returning residents and locally stranded individuals (LSIs)?

  • Valid ID indicating address in Baler to prove that you are an LSI / Returning Resident. If no valid ID is required, an approved S-pass is required.
  • If you are an LSI traveling by public transport: an approved S-pass is required.
  • If fully vaccinated: Vaccination card or vaccination certificate
  • If partially vaccinated or unvaccinated: A negative antigen test result taken within 72 hours of arrival must be submitted. Those who would fail to submit a negative antigen test result would be required to remain at a quarantine facility for 14 days.
